No.
Usually Black is Hot and connected to the positive.
White is usually Neutral and connected to negative and the frame.
As to the reverse polarity fuses... what is the converter or distribution center brand name and model number if you have it?
Some have the fuses on the board, some are on the converter itself. Usually larger than 20 amp and separate from the distribution stack.
