I've been trying to measure PWM frequency in abs with both probes of a DMM, with just one probe I get a reading of freq and duty cycle %. Do I only need one probe? Seems for AC, one probe I get...

Panel v. my last controller the v meter would jump all over (abs) from vbatt to voc and between, the new one has a fast enough freq to display PV ave of vbatt and voc (abs). I saw a video (part 1 & part 2) of 30 hz and 15 hz controller and was just curious. Part 3 uses an oscilloscope.

You're better off measuring the input to the charge controller. In other words the panel voltage. It will have two states, either Vbat or Voc (open circuit panel voltage).
