Looking at your picture you should have a switch to "jump start" it on that unit. That said, many RV's do not charge the engine battery when plugged into shoreline power or when running the generator. In that case a small maintainer charger or a "trik-l-start" device work great.
And Yes, you can jump the batteries but be extremely careful of sparks. Be sure the area is well ventilated before making any connection and do wear protective glasses. You would only need one cable to connect the positive battery leads.
One caution if jumping banks of batteries. Some RV's use 6 volt batteries connected in series like flashlight batteries to get 12 volts. So don't make the mistake of connecting a 6 volt positive to the 12 volt positive of the engine battery.
