Thru bolting will help but unless you put in a ton of them, it won't provide much in the way of strength.
It's a bit bigger of a project but if you pull up the floor covering, drill some small holes and inject epoxy (check to make sure it's compatible with the foam. Then use weights or thru bolts to hold things together while the epoxy cures. Once done, put the floor covering back down and it should be like new. The trick is to get good coverage with the injected epoxy to make sure the unbonded area is rebonded.
