I would fill it up to dilute the Seafoam IF gas and if fuel injected.  I used some and it worked to good, I'm still changing fuel filter every 3,000 miles as it is still freeing up junk in tank and pushing it to gas fuel injector. On the good side I can change an injector and fuel filter in less than 20 min.
I wouldn't worry about smog test to much.  Don't you get to fail once before they extract more money out of you?
Side note...Ran some in Coleman lantern, it worked better after that IMO.  I will not use it anymore on anything fuel injected, anything carb'd is free game. 
Next time you do your generator pick up some hose at Home Depot and run gen off lawn mower gas can with Seafoam mixed in.
