Ok, so it says PMPC-75 on it? Never heard of that, but that doesn't mean a lot :(. Please clarify where you bought it and which one you thought you were getting. Be good if you could link to that model where you bought it.
Randy has a "car showroom" model that may or may not be the same as a regular PMBC car showroom charger. (maybe the model you got does not have stages, but is a straight power supply at 13.x?)
EDIT-Randy's showroom one has a single stage 13.6v it says but is called a PMBC-75. (the PowerMax site has its PMBCs with stages like a converter, with 14.8v as the boost.
One test you could do is with no batteries on the charger, turn on its 120v and measure the DC voltage at its output terminals. 13.6? or what? Then with a decent amount of amps charging say 25 or so, and connected up as usual, measure the voltage at the converter's DC terminals and at the battery posts to note any difference. (voltage drop/line loss)
