Typically I think they are just a set of resistors in series, tapped for the various wires going to the tank. The liquid in the tank shorts out (for a rather high-resistance sense of "short") one or more of the resistors, which drives the monitor lights.
If the actual blob is intact, just reconnecting the wires would be sufficient and safe. These very much current-limited circuits. I assume you can still tell which wires go to which tank level probes.
