FWIW I've never stiffed a shop. But they always know in advance how far they can go before they call to tell me where they're at. There is no way I would ever agree to a $450 charge in advance, unless they knew what the problem was.
I would never return to a shop that had the gall to charge an amount that large with no results. That would be a heck of a business: put the car up on the rack for a couple hours and do nothing, then charge for 2 hours labor and say you couldn't find the problem.
