I didn't follow all of your testing, so I might be repeating what you've already done.
Anyway, I would try troubleshooting by process of elimination. For example, buy a 50' length of RG6 cable and use it to connect the 2 TVs directly, completely bypassing the cable that is currently used. If the problem goes away, then it's probably the cable.
You might also try running an AC extension power cord from your 522 receiver into your house so it runs on house current. See if that makes a diff.
