Wizard, I don't know for sure but I think the pump is in the tank.
Yes problem is uphill under load, and only while towing my TT. I can go up a hill without TT and stuff my foot into it all the way with no problem.
I did not think of the fuel cap. Recently I put a locking cap on, about a year ago. I have towed many times since then, but anything could happen. I kept the OEM cap and can put it back on for my upcoming trip. Thanks for that thought. Or I could drive a ways with the cap removed....
I have poked around on thedieselplace - I am a member there too. I read a bunch of generic info but nothing definitive came to light. Maybe I need to dig further.
Heisenberg, thanks for the link. I'll check that out too. I read something somewhere about the rubber lines but have not crawled under to see what they look like. I also have not seen a TSB on the matter. I'll look into that too. Thanks for the link.
