Do I have 2 WFCO Converters?

I was preparing to install a HDMI outdoor receptacle and I found this at the back wall behind my Power Center

Odd to have a deck mount behind the integrated panel.
I don't see why a 35a converter would have more than one 40a fuse.
Have read posts the WFCO is often an easy fix...
