If you remove the ethanol, remember that it's not only a fuel extender, ethanol is also an octane enhancer, and, a pretty good one at that. So, if you are starting with E15 and say, 87 octane regular fuel, you will end up with +-15% less lower octane E0 fuel which may not work well if your engine really needs 87 octane fuel.
Adding ethanol allows the refiners to produce cheaper (lower octane) gasoline, then increase the octane rating at a remote blending facility before it gets sent to the retail outlet.
