Note if that meter is the one I think it is the accuracy is not as good as say a Top End FLuke (or even a top end Radio Shack for that matter) so 12.5 MIGHT really be 12.7... I do have calibration instructions lying around and have calibrated a few meters.. but never that one.
With out a nut on the bolt tightened down a difference in voltage is. .actually expected. Put a lug on, a nut and tighten then re-measure.
