Does such an object exist that opens a circuit at low volts?

I know this sounds dumb, but other than fabbing something up using an Arduino with a volt meter and a relay, is there a device that can be set to open a circuit if the circuit's voltage gets too low? ...

"Does such an object exist??"....Yes, as a low voltage shutoff feature in an affordable charge controller. Can easily be wired and used to perform the function that you so desire:
