Fashion up an expanding rubber plug screw. Think boat drain plug. A # 10/ 24 machine screw with a fender washer, with a1/2 -3/4" of 3/16 id rubber tubing, then a nut with the attached sort of lock washer that will not turn with the screw, locks to the rubber.
Drill a just large enough hole to insert the tubing assembly. when you tighten the screw, it will expand the tubing sealing both the hole and threads on the screw.
