The recall was for a fire issue. I would be looking for a different dealer right about now, and maybe even talking to Ford about your experience. That is unacceptable behavior in regards to a safety recall, particularly one that is well-known and widespread and that they therefore should be thoroughly familiar with.
The recall didn't necessarily involve replacing the switch (though I think they would if it was acting up). It consisted mainly of adding an inline fuse for the circuit so that a shorted switch would blow the fuse rather than causing a fire. For some reason, the switch was apparently on an unfused, always powered circuit, so it could be a fire hazard even with the ignition turned off.
