Regina is at 105W approx in the 15 degree wide zone from 97 1/2 w to 112 1/2W (which is supposed to be +7) (Greenwich runs from 7 1/2W to 7 1/2 E)
The middle of that, where noon is 1200, is 97 1/2 plus 7 1/2 = 105. So you should see max alt close to merpas at 1300 your standard time.
Which is what you said. In Moosomin it would be earlier and in Moose Jaw, later.
