That can't be right, unless you chose that for some reason. The high set point is normally for preventing "overcharging" which is the main job of the controller, and us usually about 14.3v.
----High noon in Denver can't be as late as 1500. Denver is in Mountain Time on DST now about in the middle of the zone so meridian passage when sun is South for "high noon" should be close to 1300
