You missed smk's post above confirming all MPPT controllers only do MPPT during Bulk. The other "stages" are at high frequency PWM, no tracking of MPP. Voltage is not held at Vmp in Absorption or Float. It goes where it needs to be on the IV curve for the output current required.
The Eco-W will continue to do its buck converter thing in Float while battery voltage stays above 13.2 If battery voltage falls to that it triggers the controller to go into Bulk again (ie start MPPT going again)
