Yes - although unfortunately sometimes the $99 unit IS the same as the $19 one - and that is half the problem which when coupled with deficient design in half the appliances never designed to run on anything but PSW mean that consumers have nothing to go on except to take a chance. RVers have had the same dilemma when choosing a domestic refrigerator to install in an RV and that didn't change until one or two manufacturers saw there was a specialised market and moved to supply it.
Obviously the switch mode power and similar supplies used in computer power supplies and which handle a very wide range of voltages and frequencies, are the best way to solve the problem. That also results in blankets and pads operating at extra low voltage and also means that for those who find it important, the sleeper isn't subjected to the same sort of magnetic fields as with a mains-fed regular blanket
