electric or surge brakes for tow dolly

Question

what would be better to tow with a tow dolly electric or surge brakes I will be towing a prius weighing 3000 lbs, cant be towed all 4 down only with  a tow dolly it can be towed so im looking for a dolly with brakes just don't know which brakes to have added on dolly

I don't have a dolly. If I get one it will have surge brakes.They seem to be simple and reliable. JMO

Both work. When I had a dolly, it was electric brakes. Now I am 4 down, it is surge brakes.Flip a coin.

I tow a Prius also. I have electric brakes.  With surge, you can't back up even a little bit.You can also just feather the brakes with electric.

I had one with surge brakes, never again, no backing up, sometimes going down a hill they sometimes apply, you cannot feather the brakes when/if it starts  swaying like you can do with electric brakes.
