The metal on my camper is electrified when plugged into my garage 110 outlet. It is not sever, but can be felt when barefoot. Why?

Happened to me when I bought a used trailer.. Auto Worker who owned it had wired up a custom extension cord and adapter.. he wired the plug and outlet backwards.
This trailer did not have a 3rd wire safety ground (Very old)
the 3 light tester listed above is your friend. use one,m you may find a mis-wired plug or outlet. use it up line till youget only the proper 2 lights.
