You are experiencing a common issue with the Elixir converters. They are very poor quality and no longer made.
What you are hearing is a low voltage alarm. Your converter is dead or dying.
Time for replacement. I wager if you dismantle the converter you will find a broken circuit board, common failure due to poor construction.
The truck charge line may be routed through the converter, mine was.
The WFCO 8725P is nearly a direct replacement for your Elixir. The WFCO is what I replaced my Elixir with.
