I would suggest that pushing the little PS to it's maximum is going to shorten it's life. Most of what I see built is designed to just operate in the middle of it's capable range. YMMV, and the PS may give years of service, though. It's somewhat of a crapshoot.
For thermal dissipation, think about tunnel effects. Moving the air through the case from A to B is where it's at, rather than introducing more air (although that's not always a bad thing).
