With regard to the POT, 2 of the 3 pins are embedded in the ground that goes to the V- output terminal.

When dialed fully clockwise for full voltage there is no resistance.
When dialed fully Counter CW for minimum voltage the OHMS read 0.872 k OHM.

I'll recheck the blobs at the base of the caps. Since it is the same color of the thermal grease I assumed that is what it was.
