Resistance must be eliminated:

Apparently they decided that drilling two holes for the fan instead of 4, would save on screw cost as well as drill bits.

Noctua fans come with these silicone feet to help reduce vibrations from making it to the mounting surfaces.

Now I can barely hear the fan, and it can move more air through the case, and will consume 0.08 less amps and the fan has a 6 year warranty, so apparently they have confidence in their engineering.
This is not going raisinify the case, but it is a significant improvement in my opinion.
The white globs I thought was extra thermal grease at the base of the capacitors and inductor coil is indeed a flexible caulk like substance. It certainly could have been applied better if the intent is to reduce momentum related shock.
