Have any idea about the buzzing when maxed out?

Mena, that fan likely moves less air than what you have in there now. 24 CFm is not much, but it is more than my 60 MM Noctua externally mounted with the openinf cut ot for reduced resistance.

I'd look for a 80mm or even bigger fan which comes closer to 0.2 amps, since noise is not an issue for you
