Probably having a brain lock here but what is "GT power"?
Things noted: The temps are all within reason and typical for what's being done.
The measurements of voltages and amp draw is all typical. FWIW, my three AGM bank will accept as much as I can push into it as long as I keep the voltage down (<15V).
I would run the Cheapowatt with the cover off and a fan directed on it to discover the buzzing source. A few simple modifications may eliminate the buzzing, once diagnosed. It could be as easy as discovering that the bigger inductor has a wire being stressed with the assembly glue (my initial WAG).

Thanks for starting us all off on this Cheapowatt voyage. My head is into this enough now so that I'll probably build a charger from scratch and see what I can do or buy one of the Asian Cheapo's, break it out of the case, and heavily modify it.
I do have three prototype power supplies built for plastic welders. I think the output is around 4K Volts at a few amps. If you want a Borg booster I'll ship you one. :) :C
