Seriously, if they pay for the power they use, there is no moral issue.
If someone wants to give or sell electricity only for use in EVs, they have every right to do so, and you are not morally justified in using that electricity for other purposes even if you pay for it.

I guess it depends on who installed it and why.
- If it was privately installed with no public funding or subsidy...yeah, the owner gets to decide who gets to use it. If the owner says no RV's...so be it.
- Once govt programs get involved...it gets murky. If it's an unethical program that takes from the poor to give to the rich (and with the price of EV's poor people don't own them 99.99% of the time)...could this be considered a form protest against an unethical program.
