I equate this with overpass construction.
To combat galvanic corrosion some times 120 volt ac is used. The easiest way to check to see if it is working is to install a plug some where. One homeless person discovered this, and used it to plug in a radio.
I know that some advertising signs that are lite up also have outlets.
Do I use them? Nope.
But I have flirted with the idea.
I do a lot of urban boondocking and having a place to plug is a siren song for me.
When I am at a a friends house--I take them to dinner, or buy some coffee--or find another way to repay them for their generosity to me.
As far as plugging into a charging station. If it is "free" then, no, I would not do so. If it were "pay" I would ask permission to use it at night--or when it is not in use by an EV.
For those of you who do have an EV do public charging stations usually have a fee to be paid? Is it by the hour or by the consumption of power?
