They can usually use adapters to plug into most anything but will charge more slowly.
I'm really curious why they bothered to stop for $0.25 of electric...depending on rates that's 1-2kwh...not enough range to really be worth the trouble to stop.
They were fully charged in a couple of hours.

Did they pull in at a 95% SOC?
A basic Model S takes 75+ kW/h to charge it to ‘full’ from ‘empty’ on the dash. Connected to a typical 240 volt supply at recommended charge rates that’s about 30 miles per hour, or about 10 hours for a full charge.
You’re saying the Tesla was fully charged with only 1 or 2 kW/h of power?
