It seems that electric vehicles have a couple standards for charging stations but the ones that are free (like Volta) likely have a J1772 plug. It'd be great to just get 30A out of it. Anyone seen any...

When public utilities are designed or revamped they must be by specification and by code and by federal law designed for worst case scenario. Rolling blackouts are the alternative.
Limit the fuel supply (1973 - 1974) and take a good hard look at what real history shows us.
