If filled correctly, you water heater has an air pocket at the top that absorbs the expansion as the water heats up.
If you bled that air off by opening the temp/pressure valve on the heater, you need to drain the tank and refill it again to restore that air pocket.
Having said that, an expansion tank will do no harm and may reduce the water pump cycling when you are not hooked up to city water.
