You may have a short in the toad umbilical cord or either the coach socket or the car socket.
If there is a short, indicated by blown fuses, you could have feedback to the brake line thus telling the rv you are putting on your brakes which would turn the cruise control off. Yes it could be intermittent so take each end of the umbilical apart and open the sockets on the vehicles.
