Congratulations on including a MODEL NUMBER! Takes away so much guessing.
The motor looks like one I just bought on Amazon for $100.. There is NO start device on the Fan, only on the Compressor. Your FAN uses a 7.5-mfd Run Capacitor rated at 370VAC (440VAC is also OK). That part should cost $15 or less. If you don't have a meter that can test capacitors, you stand a good chance of getting it running with a new 7.5 cap. When you get in there, look at the cap. If it looks swollen, or leaking, you'll know it's bad. But sometimes a bad cap looks OK.
OH! does your Fan Motor SPIN freely with the power off? Ours did NOT. The Motor Windings were OK but the Bearings kept gumming up. Even after several cleanings (which included completely dismantling the motor) it would only run a day then bind up with gook in the outdoor bearing.
If it DOES spin freely, get it spinning in the correct direction. That direction causes the Outdoor Fan to blow air out of the unit through the condenser coil. Spin it good and have somebody turn the power on. If it runs, chances are good a cap will fix it.
While you're up there and in there, give it a Tune-Up Clean-Up!
