I was able to create my 230w system for under $200 only because I found my panels on craigslist. They were brand new left overs from installs and the guy dumped them for $50 each. I use one of the panels now along with a $100 MPPT controller, a $32 set of 25 ft solar cables. The run to the battery I had but would cost little to make. Total is $182. I can run the second panel for the same cost if I ever find a need for that much power.
Now craigslist isn't target and you may have to wait a bit for some one to list what you want in the price range you want to pay. I looked every day for a month before my panels were listed very early on a Sunday. Called at 6:30 am and drove the 50 miles to pick them up. You couldn't have knocked the grin off my face with a baseball bat. ;)
As for new, I think you could get a 100w panel from Solarblvd.com and a usable controller, etc and come in around $200.
