For a $200 system I would say that panels are all the same. I am trying to buy from known brands though, because invest more than $200 and it is not a portable, so I don't want any surprises.
Controllers come in only 2 types - PWM or MPPT, and for under $200 kit with small panel it will likely be MPTT, any of those brands that I mentioned earlier - ASC or Morningstar. Controller rating should match the panel output.
What makes a cable "solar" is 1) UV protection and 2) presence of MC4 connector if the panel requires such a connector. For portable system UV protection is less important, unlike the roof-mounted panels.
Decide on the panel first and people will tell you the rest. Start a new thread when you do.
