The very first time a brand new tank gets filled, you have to do that in order to make sure that the air in the tank gets ejected. After that, there is no need to do the venting. Mostly it sells more propane. Not much, but more.
The proper way to purge a tank of air when filling it for the first time is to fill the tank with an inert gas such as nitrogen. It is used to push out all the air so there will never be a volatile air gas mixture when initially filling the tank with propane for the first time.
