From a 25 year Appliance tech. either convert to all electric with a Hot Rod kit or replace the water heater. Bypassing/eliminating a gas solenoid is a fire or possible explosion waiting to happen since the two solenoids are a safety design!!!! Water heaters start a about $450. Your burner tube is just about rust out and bypassing the gas valve is an accident waiting to happen.
