If you have a Suburban water heater, this has to be one of the worst suggestions in an era of bad ideas!
The sacrificial anode rod is there to help prevent the stuff in water from attacking and destroying the water tank.
As for the smell?
That is likely caused by chemicals in the city water. Outside of a RO water purification system I dont know if there is a cure.
BTW if you have a Suburban water heater, turn it off, drain the tank, remove he anode, inspect and replace if necessary, thoroughly flush the tank, replace the anode, refil with water and light it off.
If this is an Atwood tank, remove the drain plug, thoroughly flush and reinstal the plug.
