A change of 4 dB is 1.32 times as loud or 32% louder but the sound quality is also important. Some sounds are more annoying than others measured at the same intensity.
Maybe I'm missing something here, but if it was 1.32% louder it would be 77.8DB. 63DB is actually 6.7% louder than 59DB.
I am no expert on gennys but when / how the DB is measured is very important. Is it peak output DB, idling DB, or in between ( lower load ). I think some like Honda and Champion tell you how there DB are measured, some don't. I would go to the manufacturer website and determine how it is measured. If they don't say or don't have a website I would pass. Don't think there is a standard based on my research.
BTW my personal policy is not to buy anything with an engine from HD. Their CS, repair and return policy on such s--ks. This is based on personal experience, although not with this genny.

Considering the Honda 2000i is rated at 59 db, I would consider 63 db very quiet. Registered at "normal room conversation". Can't get any machinery much quieter than that. - 2oldmanExplorer IILimit 5 per customer. Better hurry!
