Freezer has to get COLD first BEFORE food compartment can even begin to cool down
Freezer at 9*F is at temp that food compartment can start cooling down
Give it 12 hrs and then check food compartment temp using a bulb thermometer in glass of water sitting on shelf
IF after 12 hrs freezer is still colder and food compartment is not at 40*F (fins S/B 10*F colder) then you may have a blockage in cooling unit between LOW temp evap (freezer) and the HIGH temp evap (food compartment)
