W/ 1/3 to 1/2 tank full, and no water flowing, I'd go after the filter/plumbing.

With the gauges not reading right and no way of knowing how much water is actually in the tank, there is no way of troubleshooting an unknown. We don't know if the tank was filled at one location and used at another. I have some ideas, but won't offer anything more till the actual contents are reported.
