Fresh water tank dumps itself through overflow pipe, why?

Upon reaching the campground, we filled up the fresh water tank until water came out of the overflow pipe. Moving to the campsite, water continued to come out (we figured too full over uneven ground, ...

I have lost a small amount due to sloshing when moving, but nothing like that. It would seem that if the overflow pipe was higher than the tank,siphoning would not occur.how high up is your overflow hose?
