Hum.... I would expect the fan to be on the switched side of the fridge power, so, with the fridge off it shouldn't cycle. But then I could very well be wrong.
and the fridge coils will stay warm for some time after you turn it off. if it is hooked to a 12V unswitched line, it could take 1+ hours before it quits cycling.
Are you sure the noise is from the fridge and not the WFCO converter across from the fridge??? It will cycle on and off. the rate is dependent on how much accessory current draw there is.
And there is no reason to turn off the fridge if you need it. the cycling fan won't hurt anything, just be anoying.
