If your converter is bad & your battery is dead it isn't supplying the 12 volts your refrigerator control board needs to manage your fridge. The converter has nothing to do with 120v AC no matter where you plug it in.
Check the output of the converter with a Volt Meter to see if it's charging at all. Sometimes all it amounts to is the fuse in the converter.
