IT is not necessary to pull the covers to check the sail switch.
On the control board there is a multi pin MOLEX connector.. I think it is top front but I'd have to look at mine... This connector has a 12 volt lead. A "Thermostat" lead, a "Sail Switch" lead and as I recall one other important lead. What it does NOT have is power to the blower or board.
USe your volt meter, (or a test light) either one will CLEARLY show the sail switch closing, Assuming it's closing.
