I have repaired my furnace. I decided to take it out of the rv and disassemble it on a table. The only thin that I found was that the burner itself was not tightened all the way into the housing that holds it. The screw was too long and touched the gas line fittings. I got a shorter screw and fastened the burner flush against the housing and reassembled the furnace. After installing the furnace into the rv, it fired immediately on shore power. The only thing that I can figure is that on shore power the fan runs at a higher speed and air was moving a cross the burner out the opening left by a screw up at the factory (no pun intended). Maybe this will help someone else with a similar problem.
