Don't know about Generac, but for Onan, if you are blowing VRs like that it points to bad brushes/slip rings. The rings get tarnished enough that the VR has to put out very high excitation voltages (the voltage regulator feeds dc power through the brushes to the rotating rotor , which spins past the stationary stator coils. Higher DC in to the rotor makes higher AC out of the stator, but bad brushes or dirty slip rings cut that voltage down.)
