The main jet is very easy to clean on most small engines (it is the nut that holds the bowl on). The emulsion tube is usually directly above it and should get at least a squirt of carb cleaner.
The most common cause of surging
(lean roll) is a clogged primary/idle jet. On modern carburetors this is NOT adjustable and usually requires complete disassembly of the carburetor to clean. Cleaning must include probing all small passages with a very thin stiff wire
(a single bristle from a steel wire brush works well).
Usually a clogged primary/idle jet will cause surging under all loads. If adding some choke cures your problem, it is likely the primary/idle jet.
